Confusing Graffitti

"IT TAKES A LOT TO LAUGH...
IT TAKES A TRAIN TO CRY."

The two lines above have recently been spraypainted on a wall at Live Oak Park in Berkeley,CA. I saw it there yesterday when I went to go play basketball. I really have no idea what it means. Any ideas? Please comment.

    Remember how I said, "oh that's some old song from the 70's"? Well, it's a Bob Dylan song (yes, I had to google it--what do I know from bob dylan?) At least, I knew it was a song.
